Goals
Sandia has developed specific performance metrics (targets) based on the DOE P2 and Sustainable Environmental Stewardship Goals (DOE P2 goals). The DOE P2 goals are included in DOE Order 450.1 and, as a result, are part of the Prime Contract between Sandia and DOE/SSO.
Each of the DOE P2 goals and Sandia performance targets are listed below. The goals and targets apply to both SNL/NM and SNL/CA sites, except where noted.
DOE P2 Goals from DOE Order 450.1. Protect the Environment, and Enhance Mission Accomplishment through:
- Waste Prevention, by eliminating or minimizing the generation of wastes that would otherwise require storage, treatment, disposal, and long-term monitoring and surveillance (i.e., future environmental legacies)
- Reduction of Environmental Releases, by supporting Sandia environmental compliance programs such as Air Quality, Wastewater Discharge, Groundwater Protection, Storm Water, and others with P2 technical assistance.
- Environmentally Preferable Purchasing, through the procurement of recycled-content, biobased and other resource-conserving products, thereby reducing the economic and environmental impacts of managing disposal of toxic by-products and hazardous wastes generated in the conduct of site activities
- Incorporation of Environmental Stewardship in Program Planning and Operational Design, by incorporating sustainable environmental stewardship in the design and construction of capital assets thereby minimizing the economic and environmental impact of site construction, operation, and closure.
- Recycling of Solid Waste, by diverting materials suitable for reuse and recycling from sanitary landfills thereby minimizing the economic and environmental impacts of waste disposal and long-term monitoring and surveillance.
FY 2008 Sandia Performance Targets:
- Reduction of routine waste generation in FY08 compared to FY07 values
- 5% reduction of sanitary waste
- Due to projected production increases for Divisions 1000 & 2000, minimize hazardous waste generation to less than 25 metric tons
- 3% reduction of low level radioactive waste
- 3% reduction of mixed radioactive waste
- Reduction of Environmental Releases
- Establish a baseline of mercury: principal uses and annual quantity or inventory
- Establish a baseline of sulfur hexafluoride (SF6): principal uses and annual usage, by end of 2nd quarter
- Obtain training on green chemistry principles and identify opportunities for applying green chemistry to Sandia laboratory operations, by end of 3rd quarter
- Environmentally Preferable Purchasing (EPP)
- Improve EPP tracking methodology
- Pursue 95% compliance with EPEAT where applicable
- Pursue 100% compliance with all biobased required products
- Affirmative Procurement
- Pursue 96% compliance with all Comprehensive Procurement Guideline products by FY10 (SNL/CA)
- Pursue 100% compliance with all Comprehensive Procurement Guideline products (SNL/NM)
- Environmental Stewardship in Program Planning and Operational Design
- Include and document environmentally beneficial site maintenance practices in programs and plans
- Recycling
of Solid Waste
- Routine
- Recycle 47% of routine solid waste (SNL/NM)
- Evaluate cost effectiveness of each recycle stream (SNL/CA)
- Recycle 100% of possible quality wood waste (SNL/CA)
- Decrease copy paper purchased by 5% from FY05/06 average by FY10 (SNL/CA)
- Non-Routine
- Recycle 50% of non-routine solid waste (SNL/NM)
- Recycle 100% of possible concrete and asphalt (SNL/CA)
