Recycled-content Purchasing
The Comprehensive Procurement Guideline (CPG) program is part of the Environmental Protection Agency's (EPA's) continuing effort to promote the use of materials recovered from solid waste. Buying recycled-content products ensures that the materials collected in recycling programs will be used again in the manufacture of new products.
The CPG program is authorized by Congress under the Resource Conservation and Recovery Act (RCRA) Section 6002 and Executive Order 13423. EPA is required to designate products that are or can be made with recovered materials, and to recommend practices for buying these products. Once a product is designated, procuring agencies are required to purchase it with the highest recovered material content level practicable.

Here is a sample of the products that Sandia is successfully purchasing with recycled content:
- Concrete reusing fly ash
- Motor oil that is 100% re-refined
- Toner cartridges that have been locally remanufactured
- Paper towels, toilet paper and facial tissue made with 100% recycled-content paper
- Copy paper made with 30% recycled-content paper, migrating to 100% recycled-content
- Bike racks and outdoor furniture made with recycled steel and/or plastic
